Revitalisation of Betlemi Quarter, Tbilisi


The Programme aims to support the preservation of the Tbilisi Historic District. From 1999 to 2003, a multidisciplinary study and Conservation Plan for the Betlemi Quarter was conducted with the support of the World Monuments Fund and UNESCO CHD. FIT. From 2004 to 2011, the comprehensive Revitalisation Plan for the Betlemi Quarter was implemented with financial and technical assistance from the Norwegian Ministry of Foreign Affairs through the Directorate for Cultural Heritage of Norway (Riksantikvaren).

Revitalisation Programme for the Betlemi Quarter  focuses on the regeneration of the historic district through integrated conservation, community involvement, and development activities. The cultural heritage of the area is being leveraged to improve the socio-economic and environmental conditions of the local community and promote sustainable development. Conservation activities include capacity building in craftsmanship for the local community and the promotion of tourism through the establishment of a cultural route and the management of the annual Betlemi Quarter Festival. These efforts are intended to create added value and foster a new identity for the area.

ICOMOS Georgia’s office is located within the Betlemi Quarter and serves as a community center, facilitating collaboration with local residents. The office provides consultation on the maintenance and restoration of historic properties. Several private initiatives for restoring flats, facades, and houses are already underway in the district. Today, the Betlemi Quarter is considered the most authentic part of Old Tbilisi, maintaining its indigenous residents and avoiding gentrification.
